To strengthen guidance and supervision of the front-line prevention and control of the epidemic

Since the outbreak of the Covid-19 epidemic, the Party Central Committee, with Xi Jinping at the core, has attached great importance to it. General Secretary Xi Jinping led, commanded and deployed, and led the whole Party, the whole army and the whole nation to fight the war for the prevention and control of the Covid-19 epidemic. General Secretary Xi Jinping chaired several meetings of the Standing Committee of the Central Political Bureau, the Central Political Bureau and the Central Committee for Comprehensively Deepening Reform and the Central Committee for Comprehensively Ruling by Law, decided to set up a central leading group to deal with the epidemic, sent a central steering group to Hubei and other areas with serious epidemics, and comprehensively strengthened the centralized and unified leadership on the prevention and control of the epidemic. General Secretary Xi Jinping delivered a series of important speeches, gave a series of important instructions, developed prevention and control strategies in response to the situation, and made major decisions in a timely and decisive manner. Especially for the prevention and control of the epidemic in Hubei Province and Wuhan City, General Secretary Xi Jinping made comprehensive and systematic deployments at every meeting, and gave important instructions every day, putting forward clear and specific requirements for every major issue and every key stage. General Secretary Xi Jinping chaired a meeting of the Standing Committee of the Central Political Bureau on the first day of the Lunar New Year to make major deloyment, listened to a report on the work of the central steering group by video link on February 10, inspected medical treatment and epidemic prevention and scientific research in Beijing, and visited Wuhan on March 10 to inspect the front line work, which provided fundamental guidelines and scientific guidance for epidemic prevention and control.

We have made the implementation of General Secretary Xi Jinping's important speeches and instructions a top political task, implemented the deployment of the Central Leading Group for the response to the epidemic, conscientiously performed our duties of guidance and supervision, and together with the cadres and people of Hubei Province and Wuhan City, in accordance with the general requirements of "firm confidence, mutual help, scientific prevention and control, and precise measures", we always strengthen the front-line work of prevention and control with a wartime state of racing against time, highlighting "three key points", source prevention and control, patient treatment, and material supplies; making "three co-ordination": co-ordinating Wuhan and the province, co-ordinating epidemic, public opinion and social situation, co-ordinating epidemic prevention and control with economic and social development. The epidemic was controlled and the first line was defended.

Adhering to the early prevention and control principles

By the end of January, the epidemic had spread widely in the community, medical resources were severely scarce, and a large number of infected people were traveling between hospitals and the community, making the situation very serious. The most urgent task is to implement the four requirements and strengthen prevention and control at the source. We resolutely implemented General Secretary Xi Jinping's important instruction of "leave no one unattended, without delay", and focused on community screening and bed increasing, screening out 18,000 " people of four types " and increasing nearly 110,000 beds to achieve the goal of moving home isolation to centralized treatment and from "people waiting for beds" to "beds waiting for people", and improved the situation of epidemic prevention and control.

Given that more than 80% of the cases are infected in the community, we studied cutting the source and deployed the prevention and control work at communities immediately upon our arrival in Wuhan. On February 3, we went to the Wuhan City Command to deploy the centralized management of "four types of personnel" and fought three "battles”. The first is the "detection", On February 6, the Wuhan City held a community screening teleconference for deployment. Of the city's 4.21 million households, a total of 6,326 confirmed and suspected patients were identified without missing a person. The second is the "centralized treatment". We mobilized 167 negative pressure ambulances from across the country, deployed medical personnel, community cadres and public security police to form a transfer team, while investigating, treating and clearing, working 24 hours around the clock. On February 16, new cases were cleared and treated on a daily basis. The third is the "bottom clearance". In view of the blind spot in the previous clearance, there are still patients left at home. On February 17, we again launched a three-day bottom clearance, and found 1275 confirmed patients, 1436 suspected patients, 9105 close contacts at home. From February 12 to 19, a total of 23,131 confirmed patients were transferred and treated, and the patients outside hospital was cleared. During the three "battles", we sat in the Wuhan City Command every day, dispatched on site, supervised the whole process, and solved problems in a timely manner.

For the serious shortage of beds, we suggested Wuhan City to expand the capacity of beds together community screening to ensure an efficient proces. A number of new makeshift hospitals were built. We mobilized 22 national emergency medical rescue teams from across the country, and built 3 makeshift hospitals in 29 hours, and another 13 new makeshift hospitals later, provide 14,000 beds. We expanded a number of designated hospitals, accelerated the construction of Huoshenshan Hospital and Leishenshan Hospital, the transformation of Tongji, Xiehe, the provincial people's hospital and other general hospitals, so that the number of designated hospitals increased from 35 to 86. We set up a number of isolation places. More than 530 hotels, training centers and sanatoriums were transformed into isolation sites to house close contacts and suspected patients. As a result, an emergency prevention and control network of designated hospitals, makeshift hospitals and isolation places was established in a hierarchical layout.

Insisting on putting people's life safety and physical health in the first place

At the end of January, the cumulative number of confirmed and suspected patients reported in Wuhan has exceeded 10,000, with a cure rate of only 14%. We earnestly implement General Secretary Xi Jinping's important instruction of "putting medical treatment in the first place" and make treatment the top priority from the very beginning. The central steering group has conducted 35 special studies on medical treatment, 23 field visits to the designated hospitals and the makeshift hospitals, and listened to the opinions and suggestions of front-line experts and medical personnel for 162 times. The team had proposed the general idea of early detection, coordinating the serious and mild cases, and scientific and precise treatment, focusing on the "five optimizations", and as of March 28, a total of 45,418 patients have been cured in Wuhan, with a cure rate of more than 92%.

Optimize the treatment plan. We promoted clinical treatment scientific research and development, while treating, researching and summarizing, and constantly improve the treatment standards. We also strengthened the analysis of big data of cured patients and dead cases, carried out pathological anatomy research, and summarized and promoted rescue and treatment experience. Experts were organized to increase drug screening and research efforts, and launch a number of clinically effective drugs. We have developed 2 editions of the management standard for mild cases and 3 editions of the treatment plan for heavy and critical cases, and launched the fifth, sixth and seventh editions of the national treatment plan for the Covid-19. At present, the seventh edition of the treatment plan has been learned and adopted by many countries.

Optimize medical management. In response to the problem of mixing treatment of mild and severe patients, we have implemented early detection and categorization of treatment, concentrating mild patients to the makeshift hospitals and severe patients to the designated hospitals. Subsequently, according to the increase of vacant beds, mild patients were transferred to designated hospitals and serious patients were transferred to high-level designated hospitals in a timely manner. Training on the newly revised treatment plan was timely organized, of academician expert teams were to regularly organized to the designated hospitals to carry out rounds and inspections, the treatment process was standardized to promote the standardization and homogenization of medical treatment. We strengthened the control of nosocomial infection, and the infection of medical personnel in the province has dropped significantly, and there is no infection of medical personnel sent to Wuhan.

Optimize treatment technology. We specially formulated the rescue and treatment standards of makeshift Hospital, and clarified comprehensive treatment measures such as anti-viral, oxygen absorption, Chinese medicine, etc., so as to provide early diagnosis and treatment for patients with minor illnesses and prevent minor illnesses from turning into serious illnesses. For more than 80% of the critically ill patients with serious underlying diseases, we implemented "one person, one case" treatment for critically ill patients, established a multidisciplinary consultation system for infection, respiratory, critical care, cardiac, renal, etc., and set up liver care, heart care, kidney care and intubation teams. We have developed norms for the care of heavy and critical patients, introduced nursing measures such as high-flow oxygenation, non-invasive and invasive mechanical ventilation and prone ventilation, and improved standards for vital sign monitoring, condition observation and nutritional support.

Optimize resource allocation. Medical forces such as critical care, respiratory, anesthesia, infection, and monitoring were drawn from across the country to form specialized teams such as emergency transport, which are sent to designated hospitals and makeshift hospitals. We coordinated the strength of national medical teams and medical teams from all over the country to aid Wuhan, and took over critical care wards with provincial hospitals, hospital departments, and the whole establishment, timely allocated additional artificial membrane lungs, ventilators, etc., and renovated oxygen supply pipelines to improve treatment capacity.

Optimize Chinese medicine services. We promoted the deep involvement of Chinese medicine in the whole process of treatment, selected the "three prescriptions and three medicines", and formed a treatment plan covering the whole process of prevention, treatment and rehabilitation. We made 42 Chinese hospitals in Hubei Province as designated hospitals, and the TCM medical team took over the 8 critical care wards and Jiangxia Makeshift Hospital as a whole, while other makeshift hospitals were assigned 4-8 TCM experts. The designated hospitals were urged to incorporate TCM into the scope of use. For patients with minor illnesses, TCM is used as early as possible for early intervention; for patients with severe and critical illnesses, TCM physicians are involved in the whole process of treatment plan development, case discussion and room inspection; for patients with fever and close contacts under medical observation, medicines were send to their homes; for patients discharged from hospitals, they adopted TCM rehabilitation programs. The utilization rate of Chinese medicine and the total efficiency of clinical treatment in Hubei Province are over 90%.

Adhere to the system advantage of collective strengths to do big things

General Secretary Xi Jinping emphasized that Hubei Province and Wuhan City were the main battlefield for the prevention and control of the epidemic nationwide, and should be supported by the whole country. Party committees and governments at all levels quickly responded to the call of General Secretary Xi Jinping and the Party Central Committee, and under the coordination of the Central Leading Group for Response to the Epidemic and the joint prevention and control mechanism of the State Council, they quickly organized and did their best to go to Hubei Province and Wuhan City without delay.

30 provinces, autonomous regions and cities and the Xinjiang Production and Construction Corps, and the army dispatched more than 340 medical teams, and more than 42,000 medical personnel to support Hubei Province, Wuhan City. The medical teams, once receiving the instructions, were set up in 2 hours, and arrived within 24 hours. The People's Liberation Army did its best to take over the Huoshenshan Hospital in full force. Many places sent their elite forces in critical care, respiratory, infection and other specialties to Hubei Province, and the officials in charge of the party committee and government saw off each batch of medical teams. Medical teams from various places brought their own 7-day protective supplies and quickly undertook the urgent, difficult and dangerous treatment tasks. The majority of medical personnel are not afraid of risk, showed the righteousness, played the main role, and demonstrated superb medical skills and good style. General Secretary Xi Jinping praised them as the greatest merit, and "the most lovely people of the new era".

Fighting the war of epidemic prevention and control is also a logistical war. At the beginning of the outbreak, there was a serious shortage of protective clothing, N95 masks, etc. On January 29, we went to the relevant enterprises to deploy rapid resumption and expansion of production, and requested that the front-line anti-epidemic needs be safeguarded through provincial tapping, national allocation, international procurement and other channels. After efforts, the daily dispatch supply of medical protective clothing increased from a daily average of 21,000 pieces before January 27 to a peak of 270,000 pieces on February 29; the daily dispatch supply of N95 masks increased from a daily average of 72,000 pieces before January 27 to a peak of 562,000 pieces on March 1, achieving a dynamic guarantee of medical supplies for 3 days, standard allocation of rescue drugs for 10 days, medical equipment to be allocated according to standards, and finished products food and oil reserves for 30 days.

This efficiency in fighting the epidemic is attributed to the comprehensive national strength, economic strength, scientific and technological strength, and medical strength accumulated in China's reform and opening up for more than 40 years, fully demonstrating the Party's leadership and the strong political and institutional advantages of China's socialist system. The Lancet commented that no other country but China could mobilize all kinds of resources with such speed, the speed and scale of which is rare in the world.

Adhere to a dynamic management approach that is decisive and flexible

Covid-19 is an emerging infectious disease with great uncertainty in epidemic prevention and control, and decisive measures must be taken at critical times. General Secretary Xi Jinping asked party and government cadres at all levels to take the initiative, act proactively, dare to take the lead and take more decisive measures to conduct the prevention and control work. We take the advantage of the frontline, all obey the needs of the fight against epidemic, and adjust the response initiatives according to the time and situation. In response to the problem of difficult diagnosis and treatment due to slow nucleic acid testing, we held three consecutive meetings for special research, improved testing capacity, optimized the testing process, shortened the testing cycle from about 2 days to 4-6 hours, and increased the daily testing capacity from 300 to more than 20,000.

Adhere to the prevention and control strategy of stabilizing Wuhan and coordinating the whole province

"Wuhan is the main battlefield of the decisive land, and other cities and states are also important battlefields of the decisive land." In accordance with General Secretary Xi Jinping's important instructions, we focused on Wuhan and coordinated the whole province, urging Hubei Province to reinforce the epidemic prevention and control work in Wuhan while strengthening the epidemic prevention and control work in all other cities, states and counties. Hubei Province was asked to hold a video conference of leading cadres from all cities and states in the province to further compact responsibilities. In response to the surge of cases in Huanggang and Xiaogan, Hubei Province was advised to implement responsibilities, and take strict precautions to control the epidemic. Deep into the cities and states with serious epidemic such as Xiaogan, Huanggang, Suizhou and Ezhou, inspection and supervision were conducted on the implementation of medical treatment and epidemic prevention and control measures. We coordinated 19 provinces to support 16 cities and states in the form of "provincial packages", held video conferences to deploy medical treatment in cities and states other than Wuhan, and unified the case management of seriously ill patients from cities and states into Wuhan. At the same time, the effective practices of community screening, construction of makeshift hospitals and medical treatment in Wuhan were promptly extended to other cities and states to expand the effectiveness of epidemic prevention and control. Through the efforts of all parties, all 16 cities and states had no new confirmed cases after March 5.

Insist on promoting the epidemic, public opinion and social situation as one

Epidemic prevention and control is not a purely medical and health issue, and it is easy to interact with public opinion and social sentiment, which can make prevention and control work more complicated if not handled well. We carefully organized publicity and reporting activities, held on-site press conferences, organized 445 journalists from central and local media to Wuhan, Hubei Province, to publicize the spirit of General Secretary Xi Jinping's important instructions, the major decisions and plans of the Party Central Committee and the State Council, the care and attention given to Hubei Province and Wuhan City, the medical workers, public security police, cadres sent to the grassroots, community workers and volunteers on the front line of the epidemic fight. We have compiled more than 40,000 articles and reported more than 1,000 typical stories. We have promptly forwarded more than 20,000 problem clues reflected by media reporters to Hubei Province and Wuhan City, requesting prompt verification and solution, and gave full play to the role of media supervision.

We went to the production enterprises, pushed forward Hubei Province, Wuhan City to gradually resume work and production, and made other cities and states lift control in a steady and orderly manner. For the people who stayed in Hubei Province, and needed to return, we urged Hubei Province, in accordance with the deployment of the Party Central Committee and the State Council, to make early planning, policy preparation and work plans, take the initiative to do a good job of "point to point, one-stop" docking with the relevant province, provide presice assistance for enterprises, inlcuding stabilization of jobs and other work, open up roads and other logistics channels to help enterprises to move into the normal track as soon as possible. At the same time, we urged enterprises to implement the main responsibility of prevention and control, improve the emergency plan, and effectively carry out both the prevention and production. Timely and vigorous measures were taken to achieve full security coverage for designated hospitals, isolation observation points and medical staff residences in the province to maintain medical order. At present, the general situation of social security in Hubei Province and Wuhan City is generally stable, and the effective police cases fell by 44% and 46% respectively.

Adhere to the people's war of group prevention and control

Epidemic prevention and control is a people's war without bystanders, and must rely closely on the people. By popularizing the knowledge of epidemic prevention and control, issuing public protection guidelines, and fully mobilizing cadres and people to participate in epidemic prevention and control, whether it is community screening, transfer and treatment, health monitoring and management, disinfection and environmental sanitation, or public health campaign and creation of epidemic-free communities, the majority of community cadres and workers, cadres sent to the grassroots, group organizations, social organizations and volunteers are involved, which formed a strong line of defense of the combination of special groups, group prevention and treatment. The people of Hubei and Wuhan are aware of the general situation and the overall situation, consciously obeying the overall situation of epidemic prevention and control, actively participating in the struggle of epidemic prevention and control, and paying huge sacrifices and making significant contributions. They are no doubt the heroic people.

In this people's war, the Party flag has always flown high in the front line of the epidemic. In Hubei Province, 580,000 Party members and cadres from institutions, enterprises and institutions quickly rallied to communities (villages) and actively participated in household surveys, temperature testing and patient transfer, accepting political and party tests. Makeshift Hospitals set up temporary party committee and general party branch which became the "anchor" of stability of makeshift hospitals. Every medical team sent to Wuhan has established a temporary party organization, and many main forces joined the party. General Secretary Xi Jinping wrote back to the "post-90s" party members of Peking University's medical team sent to Wuhan, praising China's youth in the new era is good and responsible. Party members are always fighting in the most important, difficult and dangerous places in the fight against the epidemic, acting as pioneers and exemplars, playing an exemplary role in stabilizing people's emotions and gathering strength.

Adhere to the Chinese approach to solve the prevention and control problems

Covid-19 is a new infectious disease, and there is no ready-made, universally applicable experience and methods of prevention and control, which is a common challenge faced by all countries in the world. In the process of responding to the epidemic, we focused on China's national conditions and the actual frontline, followed the laws of infectious disease prevention and control, while exploring the epidemic characteristics of the Covid-19, summarizing and improving the experience, and strived to explore effective methods with Chinese characteristics of controlling the epidemic, rescue and treatment of patients and other aspects. In order to solve the problem of mass treatment of patients in a short period of time, the makeshift hospital was moved from the field to the city, expanding the functions of a modern hospital, pooling medical resources, playing an irreplaceable role in both source prevention and control and medical treatment, and exploring a new model of makeshift hospitals to fight the epidemic, which has been adopted by many countries.

Chinese medicine is a major feature and highlight of this epidemic prevention and control. In the absence of special drugs and vaccines, TCM has focused on the unique advantages of treating the untreated diseases, evidence-based treatment and multi-targeted interventions, and for the first time implemented early interventions on a large scale and in an organized manner, managed a hospital comprehensively for the first time, took over a hospital ward in its entirety for the first time, conducted joint rounds and ward inspections for the first time, and intervened deeply in the treatment of severely and critically ill patients for the first time. It has become a vivid practice of Chinese medicine heritage innovation. The international community highly evaluates that "the combination of Chinese and Western medicine is an important solution to fight the epidemic and is contributing to the global fight against the epidemic".

Insist on supervision and inspection to promote the implementation of work

We implement General Secretary Xi Jinping's request for both guidance and supervision, and strengthen the "sword" role of supervision and interviewing to promote the full implementation of the battle plan against the epidemic. In response to the problems of unclear epidemic situation, slow treatment and ineffective control, we made many unannounced visits, timely interviews with officials in charge of Wuhan City and key epidemic areas, as well as relevant departments in Hubei Province and Wuhan City, and supervised and exposed negative examples of inaction in relevant cities and states. We paid close attention to the clues reflected by the people through the State Council's "Internet+Inspection" platform and the media, and promptly organized special personnel to verify them, so as to urge Hubei Province and Wuhan City to quickly solve the problems and improve their work by taking one example.

After more than two months of hard work, in Hubei Province, Wuhan City, the epidemic prevention and control situation continued to improve, and had achieved significant milestones. These achievements are based on the strong leadership of the Party Central Committee with Xi Jinping at the core. General Secretary Xi Jinping's far-sighted strategic decisions, the responsibility of a great leader, and the sincere feelings of the people, have created a backbone for the Party, the army and the people of all ethnic groups to stand firm and fight against the epidemic, winning wide praise and admiration from the international community. All departments in all areas of joint prevention and control, the party, government, the military and the people and the party committees and governments at all levels in Hubei Province conscientiously implemented the decision and deployment of the Party Central Committee and the State Council, the majority of cadres and people are not afraid of risk, and overcome the difficulties with native land emotion.
